Condensing Boiler Upgrade: Cost, EPC Rating Boost & Landlord Guide

When Does a Boiler Upgrade Improve Your EPC?

If your rental property has a non-condensing boiler (generally installed before 2005), replacing it with a modern condensing model is one of the most impactful EPC improvements available. Modern condensing boilers operate at 90–94% efficiency compared to 60–80% for older models.

If your property already has a condensing boiler (post-2005), replacement will not significantly improve your EPC unless the existing boiler is faulty.

A like-for-like combi boiler swap is the cheapest option. Moving the boiler location, converting from a regular to a combi system, or running new pipework adds cost. Gas Safe registration is legally required.

EPC and SAP Impact

A boiler upgrade from a non-condensing to a condensing model typically adds 5–10 SAP points. The exact gain depends on:

  • Age and efficiency of the existing boiler: Replacing a 1980s boiler gives a bigger gain than replacing a 2003 model
  • Heating controls: If you add a programmer, room thermostat, and thermostatic radiator valves (TRVs) at the same time, the combined gain can be 7–13 points
  • Hot water system: Switching from a gravity-fed to a mains-pressure system (combi) also improves the SAP score

For many Band D properties, a boiler upgrade combined with heating controls is enough to reach Band C.

Should You Replace the Boiler or Switch to a Heat Pump?

This is the key question for landlords planning ahead. The government's direction of travel is clearly toward heat pumps, and the new HEM methodology (delayed to late 2027) will favour low-carbon heating.

Replace the boiler now if:

  • You need to reach EPC C before October 2029 (grandfathering under current RDSAP)
  • The existing boiler is failing or near end of life
  • The property is not suitable for a heat pump (no space for external unit, insufficient insulation)
  • Budget is constrained

Consider a heat pump if:

  • The property has good insulation already
  • There is space for an external unit and a hot water cylinder
  • You want to future-proof against HEM methodology changes
  • You can access the £7,500 Boiler Upgrade Scheme grant

Grant Eligibility

Boiler Upgrade Scheme (BUS): This only applies to heat pumps, not gas boiler replacements. If you are replacing a boiler, the BUS does not help.

ECO4: May fund boiler replacements for fuel-poor households. The tenant's circumstances determine eligibility.

Warm Homes: Local Grant: May include boiler replacement as part of a whole-house upgrade package.

There are currently no government grants specifically for gas boiler replacements for landlords. The government's preference is to incentivise heat pump adoption instead.

Heating Controls — Don't Forget These

When upgrading a boiler, always ensure the property has:

  • A programmer or timer (controls when heating comes on)
  • A room thermostat (controls temperature)
  • Thermostatic radiator valves (TRVs) on all radiators except where the room stat is located

Adding these controls alongside a boiler upgrade is cheap (£200–£500 extra) and adds 1–3 additional SAP points. Many installers include basic controls in the boiler installation price.
